Method
 

Preparation
  1. Preheat your oven to 350°F (175°C) and grease an 8-inch square baking pan or line it with parchment paper.
Mixing the Batter
  1. In a large mixing bowl, whisk together cocoa powder, all-purpose flour, sugar, brown sugar, baking powder, and salt until well combined.
  2. In a separate bowl, mix together melted butter, eggs, and vanilla extract.
  3. Slowly incorporate the butter mixture into the dry ingredients.
  4. Fold in the oats and flaxseed meal, then stir in the chocolate chips.
Baking
  1. Pour the brownie batter into the prepared baking pan and smooth the top.
  2. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.
  3. Allow the brownies to cool completely before cutting into squares.
